The mangy dog in this song is a parable for the state of our mind which has not yet been freed from mental defilements. As long as these mental defilements, or kilesa, remain with us, it is impossible for us to achieve true peace. Just like the mangy dog that will always feel itchy no matter where it goes or what it does.
